A formal investigation has been launched into Ontario’s Labour Minister, David Piccini, following serious complaints regarding the handling of the province’s $2.5-billion Skills Development Fund. The probe, initiated by Ontario’s integrity commissioner, stems from allegations of preferential treatment given to Progressive Conservative donors and insiders.

The complaints were filed by Ontario NDP Leader Marit Stiles and Liberal MPP Stephanie Smyth, who both voiced concerns over potential conflicts of interest and improper influence within the fund’s allocation process. Stiles stated that for weeks, the minister had an opportunity to address the concerns openly, but instead offered only deflections and excuses.

The investigation will specifically examine whether Piccini violated sections of the Member’s Integrity Act relating to conflicts of interest, the use of insider information, undue influence, and the acceptance of gifts. The commissioner’s office has the power to compel witnesses to testify under oath, promising a thorough examination of the allegations.

This investigation follows a damning report from the Auditor General, which revealed significant involvement from Piccini’s office in selecting projects for funding. The report highlighted instances where recipients with lower scores were chosen over the recommendations of government bureaucrats, raising questions about fairness and transparency.

One company, Keel Digital Solutions, has become a focal point of scrutiny. Critics point to a close relationship between one of its lobbyists and Minister Piccini, fueling accusations of improper connections influencing funding decisions. The company is also currently under investigation by the OPP for alleged payment irregularities involving a separate government branch.

Despite mounting pressure, Premier Doug Ford has so far resisted calls for Piccini’s resignation. The opposition parties maintain that his continued presence in the role undermines public trust and hinders a proper accounting of the fund’s operations.

The integrity commissioner’s investigation represents a critical step towards uncovering the truth behind the Skills Development Fund controversy. It promises to deliver answers to Ontarians who deserve to know if public funds were allocated fairly and responsibly.
